Minutes of the Meeting of the Parish Council
Held on Wednesday 30th September 2026 at 7.00pm
At
Bredenbury Village Hall

Present: Councillors: Richard Bell, Tom Bell, Jane Berwick, John Hulse
In attendance: Ward Councillor Baker, Clerk Vicky Hancock, 4 local residents
1. Apologies for absence: Cllr Arnold, Cllr Farey, Cllr Piggott
2. Declarations of interest and written requests for dispensation: None given
3. To consider the minutes of the previous meetings: Parish Council Meeting 28th July, additional meeting 2nd September. It was RESOLVED to adopt these minutes and they were signed by the chairman.
4. Open Session
4.1 Views of local residents:
• Query regarding the over-hanging trees in ‘the tunnel’. Cllr Hulse remarked that the locality steward had spoken with the owner
• Drain flooded after the recent rain outside Harp Cottage. Clerk to report
• Residents from Grendon Firs reported the serious parking issues that have recently become more of a problem. They have requested an agenda item for 28th October. This has been accepted. Ward Cllr Baker remarked he had been in contact with Platform Housing about this issue – who said it was a private matter between residents. He understands private residents and tenants have no allocated parking spaces
• Concern over branches on cables in Harp Lane beyond The Beeches. Cllr T Bell to take a photograph and report back
4.2 Ward Councillor Baker update:
• HC are tackling the homeless problem in the county. They are currently refurbishing the John Venn building in Bath Street to include 28 self-contained 1-bedroom flats
• Fire and Rescue reported that wildfire incidents have doubled this year. Some of these have been because of reckless behaviour
• Café and public houses are having pavement licences reduced by 70%. This applies to the market towns and the city
• A reminder about accessing the ward member’s fund
• Southern Linkroad groundworks have started to relieve the Abergavenny/Ross/Rotherwas traffic
• 9million grant has been received to support SEND children in county
• College Road – the bridge is now one-way because of the unstable footbridge which needs rebuilding
• NPPF has been updated again
• Government reorganisation plans for devolution have now been put on hold
• A44 Westington Works had their advertising posters removed from the A44 (resolved)
• 11,000 on council tax reductions in the county
• Falls Awareness Week this week
• Consultation going ahead on re-opening the Ross/Gloucester railway line
• Be aware of phone scams regarding roof insulation
• Electoral commission no boundary changes in Hampton Ward. 3052 residents in this ward
• Chair of Rural Services Network written to PM regarding ‘Growth in Every Postcode’.

5. Budget Monitoring The Clerk shared the budget monitoring for September. Councillors RESOLVED to accept the monitoring and Cllr Hulse signed the document.
6. Finance
6.1 Clerk shared the bank statement to 31st July 2026. Opening balance £7177.82. Closing balance 5632.56.00. Noted and signed by Cllr Berwick. Clerk shared the bank statement to 31st August. Opening balance £5632.56. Closing balance £5095.97. Noted and signed by Cllr Berwick.
6.2 Clerk shared the Bank Reconciliation for 31st July 2026 including 1 unpresented cheque £491.59. Closing balance £5140.97. Noted and signed by Cllr Berwick. Clerk shared the Bank Reconciliation for 30th September 2026 including 1 unpresented cheque £399.18. Closing balance £4696.79. Noted and signed by Cllr Berwick.
6.3 Payments already made were noted: Clerk’s August Salary, Lengthsman Services £45.00
6.4 It was RESOLVED to agree the following payments:
6.4.1 Village Hall Hire April-September 2026 £156.00
6.4.2 Clerk’s September salary & note workplace pension
6.5 Clerk’s National Salary Award. Noted and back dated to April 2026
6.6 Precept 2nd payment received £4500.00
7. Data Protection Registration Certificate to 13th September 2027 noted.
8. Finance Working Group to meet in October and report back at the next meeting.
9. Barneby Inn Proposal to list the property as an asset of community value. After discussion it was AGREED to apply for a listing. Clerk to complete the application form and submit to Asset Management and Property Services.
10. Planning Update Grendon Manor erection of self-build agricultural dwelling has been permitted.
11. Road Safety Over-hanging hedgerow at the junction of Rowden Lane and A44. Job no: 871557426. HC undertook the inspection of this on Wednesday 30th September and advised the residents of what was required to ensure clear visibility on to the road.
TRO re: Traffic order scheme to introduce a 30mph speed limit and a prohibition of overtaking on the A44 at Bredenbury. Councillors unanimously   to confirm their support for this proposal. Cllr Hulse reminded the meeting that the public consultation is still open for comment until 9th October. It was also agreed to continue to lobby HC regarding extending the 40mph beyond the village gates at either end of the village.
